Ever since sunset harbour released, I have created 3 cities (all with everything set to unlimited) in which all of them have experienced the same problem of having no industry demand from the start. I'm 100% sure that this a bug. Because, the previous city I created prior to SH I did everything I did with these 3 which was; plan all the roads out, place transport links, place water and power and place unique buildings (in that order). I must also mention cities 2 & 3 were done on the fishers enclave map.
I'll start by saying; with my 1st city, which was created ready for SH, I noticed at around 11,000 pop. I was getting the "not enough goods to sell" icon with 0 demand for industry, though I had plenty of industry placed down.
So what I decided to do then is create my 2nd city ready for a bug fix patch and see if that would solve it. Bug fix patch came, so I started placing down R & C demand, but yet again no sign of industry demand, this time I noticed it at approximately 4K pop. and I tried figuring out if I was doing something wrong and originally thought it was the cargo airport so I deleted that, no difference. I then decided to make a test city on the same map but somehow this time I was getting demand.
So I decided to delete that city and create a brand new city on the same map (3rd city) with the same layout from the start, this time though, no airport. 1/2 way through planning, I decided to test to see if fishing industry was the problem by placing down R & C demand, turns out, I did, so it wasn't the fishing industry causing the problem. And that now brings us to today, I decided to start placing down my R & C demand and yet again, at 2k pop. I had still not received any industry.
So as of right now, I am completely confused at what the problem is.
Does anyone have any suggestions?

Industry 4.0 - does not fix
Deleting all metro stations - does not fix
Removing all specialisations - does not fix
