Hello!

Ever since sunset harbour released, I have created 3 cities (all with everything set to unlimited) in which all of them have experienced the same problem of having no industry demand from the start. I'm 100% sure that this a bug. Because, the previous city I created prior to SH I did everything I did with these 3 which was; plan all the roads out, place transport links, place water and power and place unique buildings (in that order). I must also mention cities 2 & 3 were done on the fishers enclave map.

I'll start by saying; with my 1st city, which was created ready for SH, I noticed at around 11,000 pop. I was getting the "not enough goods to sell" icon with 0 demand for industry, though I had plenty of industry placed down.
So what I decided to do then is create my 2nd city ready for a bug fix patch and see if that would solve it. Bug fix patch came, so I started placing down R & C demand, but yet again no sign of industry demand, this time I noticed it at approximately 4K pop. and I tried figuring out if I was doing something wrong and originally thought it was the cargo airport so I deleted that, no difference. I then decided to make a test city on the same map but somehow this time I was getting demand.
So I decided to delete that city and create a brand new city on the same map (3rd city) with the same layout from the start, this time though, no airport. 1/2 way through planning, I decided to test to see if fishing industry was the problem by placing down R & C demand, turns out, I did, so it wasn't the fishing industry causing the problem. And that now brings us to today, I decided to start placing down my R & C demand and yet again, at 2k pop. I had still not received any industry.

So as of right now, I am completely confused at what the problem is.
Does anyone have any suggestions?

IMPORTANT NOTE: things I've already tried that don't fix it:
Industry 4.0 - does not fix
Deleting all metro stations - does not fix
Removing all specialisations - does not fix

Using the unlocks in my experience leads people to rush and in doing so create demand issues, worker shortages or death waves. There is no perfect speed to zone at so don’t get defensive it’s just a generalized opinion and It’s fixable with patience and time passing

Lack of industry demand can be thought of better as lack of jobs for sims, and that all your current sims are happily employed or content with the almond that are available to them. A high yellow bar demand would indicate the opposite and your sims are not happy with the number of jobs available or not happy with the jobs available to suit their level of education

Increase the population, educate them and in time the demand for jobs will rise.

Jobs can be in industry, offices and even commercial buildings.

Less educated sims prefer work in low density commercial and industry while more highly educated sims prefer work in offices, high density commercial and the few remaining slots in industry for educated sims. Educated sims can how ever tho take a less educated job slot, they don’t like it but they will eventually do it but leave if a better job becomes available. In my experience I just let all sims gain education and then late game when there is an over abundance of highly educated sims I can turn on industry 4.0 policy or really focus on office zoning

A lot of the things you attempted weren’t going to help the issue or make it worse. Industry 4.0 is a late game policy and usually has a worsening effect of used to early in game with not enough highly educated workers, removing public transport will also make industry zone less desirable to fill in as sims will have travel issue getting to and from work.

Everything in game is highly dependant on all the other sectors. Residential commercial and industry all have dependency on each other and too much or too little of one can have affects on each of the other zones. Traffic, education and employment levels all need to be monitored as well to ensure a smooth pace of city growth and blindly following the RCI bars zoning too much too fast just because the bar is high can have very drastic affects and create issues. Use the RCI bars as a visual reference only to direct you to pause and look at the more detailed info in your info panels to get a better sense of what your city truest needs and can handle at this time to further its growth.
