That sounds weird, and is not something we've seen in our test runs for the past weeks - however we would need a save from before it happened in order to debug it, since a lot of factors play in when the AI decides it's strategy and we would need to examine those to be able to determine where it went wrong.

I deleted this. I'll make sure to keep save games where I find things occurring.

It seems to me that when AI finishes a national focus, he seems to just want to really use that focus. It happens to Japan as well, like when Japan gets kicked out of mainland by China but still is eager to war the USA.
