I am inclined to believe that this was really intended.

Just a hunch:

1. For (ethical??) reasons, Nuclear Warfare is a sensitive international law topic so perhaps they do not want to plant in the player's head that one can just nuke another country and kill them all.

and/or

2. Gameplay balance reason - If Nukes did kill civilians, that would kill manpower (but I guess that's why you wanna Nuke them in the first place right??)

Currently this is working as designed. Sherdil has it right. Also, nothing else in the game kills civilians, so it'd be weird if specifically nukes did so.

Oh, I just don't like all that political correctness in games. I understand why you guys need to do it, but I hate that it's necessary.
In fact, it makes me hate the people responsible for all the censoring and PC. It's having an opposite effect :p

That is the entire point of a nuke though -- it was used as a terror weapon. If it doesn't kill innocent people, then it's kind of a joke.

Having no civilian deaths in the game due to military action kills some of the immersion and realism value of the game. There are less consequences for having a war being fought on your territory (since there'd obviously be a smaller recruitable population in the area if there was a massive battle in Berlin, for example).
 
Nuking your enemies does reduce their National Unity (typically - I believe there's a small chance of it increasing their resolve instead)
