Not sure if bug or feature.

It's possible to access construction menus of planets within sectors and give direct orders to build buildings or ships, but still those planets are removed from outliner to reduce micromanagement. In turn, to do so you have to find the system, zoom in, and click the planet there, actually increasing tedious management, while also obscuring construction progress info, as it's also only visible on specified planet's menu.

Either the sector planets should be easier to access from main view/outliner, or they shouldn't allow manual orders.

This is working by design.
The reason why it doesn't appear in your Outliner its due to the planet is under Sector control (you will find these planets in the Empire tab (F2 as hotkey).

Yeah Sector management means they'll move the pops around and build/upgrade buildings if they feel necessary. Apparently you can still manually build buildings, which is nice! However I think Sectors won't build any ships automatically since they don't have their own fleets.

It would be extremely hard for the sector AI to guess what kind of ships you'll need (or if you'd want new ones currently at all), so it's just best that you can build new ones manually in sector worlds.
