I tried turn on vsync, update nvidia drivers, but problem is still there. Even locking fps lower then my refresh rate doesn't help much. Changing settings helps a little bit but gpu load is always high. On the lowest settings gpu load was at 75%.
GPU : gtx1080

Same problem here, 100% gpu load even when the game is paused.

System config: i7-7700K, GTX 1050ti 4GB, 16 GB RAM, 512 GB SSD, Windows 10 Pro 64 Bit, playing on 2560x1440 resolution, Vsync is on.

What I tried:
- installed the new nVidia driver
- set graphics settings to the lowest possible
- installed the hotfix-driver
- reduced the resolution down to 1024x768
- reinstalled the game
- disable the virus scanner

Game is playable, though. Even on the highest settings there is no stutter and the scrolling is smooth.

I guess in that case, if there is no overheating either, then no harm done ... !
 
So yesterday I am playing the game and doing some work on one monitor. Often I'll have the game paused in the background while my work is in the foreground. After about an hour of doing this with the game running, I start getting artifacts and flickering of random colors on the screen. This continued after the game was closed. I clean installed drivers and ran the game again, this time monitoring GPU load and temps, and whenever the game is paused and I have alt-tabbed out, the load is 100% and my temps start to climb! I swear to god, if this shell of a game broke my card, I am NEVER touching a Paradox game in my life.

Oh and the card is an AMD RX470.
 
Using 100% of the GPU is not in and of itself harmful, no. If it drives temperatures up that is absolutely a problem, otherwise it is not.
 
I have the same problem on AMD RX-580 (latest graphics drivers 19.4.3 didn't help). With 1.0.0, 1.0.1 and 1.0.2-beta patches.
Even with the game paused and minimized it still uses 100% GPU and will overheat eventually. EU4 has the same problem of using 100% GPU, but at least it drops to zero when minimized.
I had to manually limit the GPU performance for Imperator:Rome to stop it crashing my computer.
 
I agree it seems wrong this happens when minimised. I take it you used fraps or similar to frame-limit?

Probably worth a new thread in Bug Reports I think.
 
Frame limiting doesn't help (at least not the one in AMD Settings). I limited the GPU to 1160 MHz (basically underclocked it 200MHz) to contain the unstoppable temperature rise.
AFAIK I don't have any weird software or settings also, latest Win10, latest drivers, latest Steam, Imperator:Rome with settings at 4K fullscreen (borderless or not, vsync or not, doesn't matter).
 
Installed the new nVidia-Driver (430.64), problem still exists. :(

Like I said before, the performance in the game is fine.

But the fans of the graphics card run at the limit during the whole game. And that makes it very loud, which has spoiled the fun of the game.

Especially since I don't have any problems like that with any other game.
