I had 2 different Species on 1 Colony ...
I've resettled the last POP of one of this Species to an other Colony, but the "Ghost"-POP (POP, Which is growing till He/She/It is a real POP) hasn't disappeared after That ...

I found I had to purge the ghost pop. (This kills it over time, takes about a year game time)
 
And obviously ...
I can not resettle such a "Ghost-POP", too.

EDIT:
And without a real POP, this "Ghost-POP" does not grow till the State to be a real POP.
