I am using an AOC 1080p 144hz Monitor.

The game will NOT stick to any refresh rate changes. It simply says I must restart the game to take effect. I do, and it doesn't stick, reverting to the 144hz of the desktop. I am attempting to change to 60hz.

Video card: 980ti (latest drivers)

Changing the options in the launch menu seems to work, while changing in game or in main menu DOES NOT stick.

I was reading this as I also have a gsync monitor Dell S2716DG 2560x1440 @ 144Hz.
Why are you trying for 60Hz when you have a 144Hz monitor, just curious not flaming :)

The paradox games seem to flicker at 144hz, when you're on static colours during e.g. load screens this is perceptible. Since it's not a game that requires reactions, and since I'd rather my GPU idle instead of producing extra frames, I set to 60hz usually.

Alright.
I do not have any of the flickering in HoI IV on my gsync monitor @ 144Hz... so there might be another problem?
Have you setup your monitor properly in both nvidia control panel and Windows itself?
Also, make sure you have vsync OFF in the nvidia control panel global settings.

Wanted to quote this to bring it back up for the devs -- changing the refresh rate options in game doesn't stick -- even the correct settings.txt number won't actually launch your game with the refresh rate you desire. Launcher setting seems to be the ONLY thing that matters.

I'm using an older 1680x1050 monitor that only supports 60hz, and I'm getting slightly irritated by having to manually change my settings in the launcher every time I want to play the game (since the launcher seems to always want to default to 75hz).
