The next patch will have some code optimisation, but the most common reason for slowness is Ram. If you have 64mb or less, you really need 128mb or better. I just upgraded from 128 to 640.
 
Doesn't it seem strange though that 1.03 is slower than the older version, since 1.03 is supposed to bring some optimization (if I remember the readme correctly)? Does it also raise the memory-consumption?

It should be faster than the other patches, especially on lower end machines.

However, there is no way we can help someone when he doesn't post his complete config.
 
I'm running the game on a PI 233... and let me tell you that the 3.0 patch made the game 2X faster for me... even on my modern P4 the difference is great... Kudos to Paradox =)
