Okay I just checked #1 out and I had the same problem.
That my friend makes it a bug! :)

Please report it in the bug forum. There is a sticky thread for tutorial bugs. Report it in there if it has not been reported already.

Might have to do with some provinces being collection centers for goods and only being able to use them as starting points.
 
WT in the tutorial is bugged.
