1.03b claiming colonies problem

It seems I can't claim a colony by building each of the four types of trading posts with the new patch. No other country had claims in the colony. Anyone else got this problem?

Or is there some circumstances where a country can't do this? Like not being able to trade techs with negative research points etc.

No colony may be claimed until all provinces contain a completed claim building. Having one of each type allows the colony to be claimed even when other countries have the majority of the claim buildings.

Don't feel bad. It took me a few times to figure that out too.

The bug, or feature , is that before you claim your supposed to get the resources (according to manual) but you don't.
