Looking at the Central Pacific island priorities, it's pretty clear why there's not much of a island hopping campaign. The Japanese islands have such a low priority for the USA.

Looking at the Central Pacific island priorities, it's pretty clear why there's not much of a island hopping campaign. The Japanese islands have such a low priority for the USA.

For the ai seems to be the difference between the various targets more important. If you look at the complete file you'll see that the top priority for the US ai is to keep its allies alive and in the war. All other targets have a relative low priority, especially the recapture of european colonies. Most of the japanese home islands have priority 25. The different priority values for the islands between Japan and the USA guide the US ai across the Pacific so that they land in Japan eventually.
