Province 1791 is called Karbala, but really it is the (Al) Anbar province. If giving it the name of a region is inappropriate, I'd recommend Habbaniyah considering its relevance to WWII.

I am not sure this is a bug. Karbala seems to be part of the province AoD calls Karbala. In general AoD names many of its provinces after important cities instead of IRL provinces.
