Admittedly this is in an edited 1941 scenario of mine, but I don't think that makes much difference. I've seen this also on vanilla (in fact I may have posted this problem already).

Negative escorts happen rarely, negative transports are more common.

True, which makes it even worse as transports are the more important of the two.
