1.1.2 Kings Landing improvements

Hey guys.

Playing an Aegon game, just noticing that I'm 30 years in and the Red Keep hasn't upgraded once, despite it being the first decision I took.

Has the MTTH been slowed down dramatically, or is this a bug?

You are probably unlucky, will perhaps add a maximum time for it though.
