Apparently this has existed before 1.11, but I've never seen it before.

In random places, once a province has reached 200 infra, you can still order one more infrastructure. Please see the screenshot below to demonstrate.

Can you supply a savegame where the bug occurs? I tried a late game savegame where there are many 200% provinces in the USA none of which allowed to further increase infra.

It appears to fix itself upon reload as I've tried various saves (including the Feb 1939 where I took the screenshot) and I can't order infra in provinces above 200%. Which is good to hear, but during the play through, I could order more.
 
That would probably be a different bug. This a general issue of floating point calculations. When saving a game it gets rounded, so after loading that game the issue will not occur.
 
This can happen if you schedule an infrastructure production run up to the full 200%, and before its completes, an event triggers that increases the infrastructure in that province and this production remains in the build queue after 200% is achieved. I have never let it run so have no idea if it will complete to 205%.
 
Believe the original HoI2 / AoD may have had 100% max infrastructure? with 10% steps. 10% steps was definitely replaced with 5% steps
