Description​

While playing a Spain Ironman achievement run, I capitulated and was kicked out of the game. When I reloaded the Ironman save, it loaded me into Spectator Mode, and the console became available (even though Ironman normally disables it). The Ironman trophy icon was greyed out, but Steam achievements still triggered after using commands like tag, ai_accept, and forming a faction.I was able to invite 20 members to my faction using console commands and still got the related achievements, despite being in a broken Ironman state with console enabled.

Steps to Reproduce​

1.Start a game in Ironman mode.
2.Get capitulated (I did this as Carlist Spain).,
3.Reload the autosave from after capitulation.,
4.The game loads in Spectator Mode with Console enabled.,
5.Use console commands and trigger achievements.
