1.5 rollback - Private Queue making literal hundreds of unemployable art academies and other buildings at a time

Description​

I'm not sure what's going on here, but for some reason my private queue has decided to go absolutely nuts recently. I'm talking hundreds and hundreds of levels that have no chance of ever being employed. It's gotta be a bug, never seen anything like it before.

Also, despite having a relatively low trade potential, this company is constructing 150 levels in a single state... again.
Something is definitely broken with the automated invvestment logic:

Hi! Just to be clear, are you experiencing this issue on a 1.5 rollback branch, as stated in the summary?
Hi, wondering if booting up current state of this game in 1.9.6 release would be a good way to test if fixed? Or would i need to load a way older save? (Say, before I even updated to 1.9.6 beta a week ago)
 
Did you actually mean to say 1.9.5 rollback? because 1.5 is ancient, and I would expect all sorts of issues from switching between that and a contemporary version
 
Oh, it's not 1.5 Rollback, it's 1.9.5! That changes quite a bit (especially considering that there was indeed a bug like that in 1.5.x era) :D

I've looked at the save and talked with Wiz, he said he has just found the cause for this while looking at a different issue. So this should be fixed in the next patch, though we're not 100% sure when exactly will that be.

In my defense, I had it right in the title. (and in the "Game Version" section. Shouldn't have been *that* confusing).... And i think I remember that bug fondly lol, these damn art academies.

If you don't mind me asking - what is causing this? Maybe there's a workaround I can come up with through mods/laws/something. And is it only an issue with insane GDP's/construction like mine?

Basically the AI updates the weights for private investment too rarely, so with your construction capacity, AI would continue queuing a single building as all its evaluations would ignore the buildings that are already queued. One of the things that updates those values is queuing any government construction, but that would still only limit the effects of this bug, since all construction started on a single daily tick would be selected based on the same values.

I had it right in the title

The title claimed it was 1.5 (I changed the title to make it less confusing for other people that would see the thread). And 1.5 rollback is actually available.
 
This is handled in code, unfortunately it's not possible to fix through mods or though file modification. Making sure to queue any government contraction every week limits the severity of the issue, but it's probably too tedious to be feasible.

Just a heads up, this is still happening in 1.9.7 and has not actually been fixed as stated in patch notes.
