Description​

If you build more then one manufactory in a province you only get the dev from the first manu u build

Steps to reproduce​

fill out economic ideas, build a manufactory get +1 development, expand infrastrctuture in the same province, build another manufactory and get 0 dev

no you only lose the one dev u gained
