I noted that if a province trades with another one with a higher civilization level, the less civilized one's level increases faster; and that the bonus is greater the greater the difference in civ levels is. So far so good.
In my current game, I connected newly settled Paleoveneti to Roma and Campania in order to boost Paleoveneti's civilization level. The game showed Paleoveneti getting a significant civ level bonus from Roma, but when I checked at a later time, it did not. At the time, Roma had a civ level of 100%. Paleoveneti only got a bonus to its civ level growth rate from Campania. I severed the trade route between Roma and Paleoveneti, and connected Paleoveneti to Carthage (my province too at the time). Now, Paleoveneti got the civ level growth rate bonus from both Campania and Carthage. Neither Campania nor Carthage had a 100% civ level.
I suspect there is a bug which makes provinces with 100% civ level not spread their civilization along their trade routes like other provinces do.
