bug, 100%cpu, insufficient memory

Hello, everyone, I hope you can help.
1) The game perfectly works on PC 1 (with all my steam workshop items).
2) The game perfectly worked on PC 2 (laptop) (with all my steam workshop items).
3) 3 months ago, on laptop the game gave me insufficient memory problem and crashed when the city reached a medium population.
4) today, the game crashed for insufficient memory while loading the map, a new one, so 0 population.
5) I tried disabling many degrees of workshop items, till ALL items disabled. Still crashing at launch.
6) I uninstalled and reinstalled the game.
7) All items still disabled and when I launch it (you know, you can see only the green big buttons "Resume" and "Play"), my cpu is 100% usage due to the game. I haven't even started to play yet!!!

I had not had this problem before. Any idea what can I do to have my game working?

Please check your mods against this list:
Make sure to check the tab "Broken"

If you still get this problem after removing or replacing any bad ones, attach here the game's log file:

Hi, thanks for your help. As I had said above, I have literally disabled ALL the mods and assets I have in game, trying to understand what could possibly break the game, but I still have the same problem.
Today I managed to keep going (at 100% cpu) and launche the game. I picked a base game map and started a new city. While loading the map, I still got the insufficient memory crash. I have 16GB of RAM and ZERO steam workshop items on. I have no idea what to do :-|
PS: I have the game also on another pc (a desktop one) with the same mod list and it works perfectly, so I doubt it's a problem of the mods.

I've run some tests. Apparently, when the game crashes, Windows disables gpu driver or similar, for sure it changes DirectX version (when I launch Warframe to check, Warframe can't launch because "doesn't support this old version of DirectX"). No idea if this can help.
If I restart the pc (so DirectX is loaded correctly), all other games load perfectly. Cities: Skylines still crashes.
I tried to update GPU drive, but I can't, because my Windows 10 is not updated (due to a compatibility requirement from another software I need, so for a while I can not update it).

Disabling mods and assets does not remove effects they have already had on the game file. In some cases it doesn't even disable the mod.

If you have checked for bad mods, now please attach here the game's log file:
…\Steam\steamapps\common\CitiesSkylines\CitiesData\output_log.txt

And if you have any crash folders there, the error.log and output log from the latest one. Thanks.
 
Wait, let me understand.
Even if I disabled the mods, they are still working? Even if I am launching a totally new map with nothing in it? I mean, only other save-files could have stuff included, but I didn't open any of them...
Can I use the "attach file" button here, or shall I link the logs from another site? Don't want to break any rule ^^'

I'm no mod expert, but some do work like that as I understand it, yes. The only way to be 100% sure is:
In your Steam Library right-click on this game and choose Properties. In the Launch Options line, paste this in there:

-noWorkshop -disableMods

Hello, I'm back. I finally got access to that laptop again. I've increased paging file, as you suggested. I tried with "system automatically set it", then I made it bigger, then bigger, then bigger again. The game keep crashing, no matter what.
Linking usual files.

If you have any other hint, I'd be glad to hear it.

Ok, I've changed it again at more than 32GB and the game launches. BUT. But memory is used at 92% and I can barely move in game. Which is strange, because the other PC managed to run the game with 16GB AND with other stuff opens, without any problems. Plus, this laptop was able to play it without problems some time ago.
I literally have no idea what to do.

Up to what have you increased your paging file size? Error log says it capped at around 25GB:

88% memory in use.
16341 MB physical memory [1923 MB free].
24533 MB paging file [3 MB free].

Try increasing it to 32GB. If it still doesn't work, then you should drastically decrease your amount of custom assets.

Not that I know of. Maybe you have another software running in the background that you're not aware of, like an antivirus? Check your Task Manager.
 
I had disabled the antivirus. I think it could be a conflict with video driver, but I can't update them, if I don't update windows. And I can't update windows if I don't format, because of an old error in the registry T_T
I'm doomed.

PS: why my profile doesn't show all my DLC?
 
Not all recent DLCs (or indeed games) have forum icons yet.

What points you to the video driver as a possible cause of excessive system memory use? It seems unlikely to me. In fact the old version of Windows is a more likely cause of such problems.

Make a new Windows user on this machine and log into it with that. Go into the Windows startup settings and disable everything you can, then reboot and use that new user again. If you still get this problem attach here a new output log, plus


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
