1066 Murchaid mac Diarmait, Duke of the Western Isles

Cannot arrange a marriage for 16yr old son but can make them for a couple of the courtiers. I'm told this is a consequence of their surnames.

Yes, they are. And this is similar to the Scandinavian problem with inherited lastnames related to the surname of the father.

As King of Scotland in the 1066 scenario I was unable to arrange marriages for either of the two unrelated children that start in my county even after they came of age, nor was I able to arrange a marriage for a 48 year old Hungarian woman who somehow arrived at my court. Is this the same bug?

Doubt that, since in 1.01 you aren't supposed to arrange marriages outside your own dynasty and a Hungarian woman in Scottish court doesn't sound like a part of the ruling Scottish family.
