If not at war the AI does not repair properly. It is a known serious problem.
Is there any way to set a default 'Inherent' repair value for ALL provinces - whether at war or not - and not requiring any IC allocated?
Obviously the repair value would be low - but it would reflect the fact that a countries population did 'chip in' to help; and it would at least partly get round this problem..

AFAIK there is an inherent repair value already. It should be defined in the misc.txt.
 
Cant check just now - but it might be worth increasing it...
I still think it's too easy to reduce industry/infrastructure to zero due to strategic bombing and/or destruction by a retreating army...
I actually think that destroying province industry by a retreating army should be an 'action' (like anti-partisan) that takes an amount of time, rather than being automatic. There should also be a minimum value below which it cant be destroyed in this manner.

Bringing capacity back up again (at least to a certain percentage efficiency - say 30% or more) should be fairly easily done.

well if italy bombs convoys with a mix of TACs, INTs and NAVs it is a problem, i'd say. i'm sure i saw this taking place in older games. ai is not able to sort mixed stacks at all and performs weird missions with these mixed stacks.
 
best choice for carriers, both fleet and light carriers is to have 2 brigades for them, 1 CAG and 1 RADAR to simulate the differences between the US and Japanese.

as for ai using cavalry, it is not as bad an idea as it seems to be for many people, they are very good against rebels/militia and would be even better and more used by the ai if their suppresion values where increased

Agreed. But i was refering mainly to the romania situation.
 
Here is a new set of changes. I merged my new changes with my old changes, 3 sets from Dennis and 2 sets from Pioniere. So this file should contain all soft coded changes relative to beta 4.
What seems to be lost is the iraq joining axis after the coup event. Denniss had a working solution for this.

The soviet union will now have some more troops at the start of barbarossa. Germanies shortage on rares should be less ponderous at the expense of building now less ic. SOV will increase troop production after Vichy is set up.
Japan now builds up a much bigger army and will therefore make much more serios advances in china. In my first game in august 1938 Wenshan, Guilin, Nanchang, Hefei and Anyang were ocupied. In 1939 china manages to stall japan and recaptures Guilin with its valueable rares.
In a second game CHI manages to stall JAP before Nanjing. Keeping those valueable provinces will make CHI much stronger than when those areas are lost.
 
What's the problem with Iraq (again) ? Please be a bit more specific. The changes I made are in Vichy_new.txt

Some more suggestions regarding divisions:
HQ - disable police as valid attachment.
INF - 1918 type is underpowered, especially if compared to 1918 GAR. Should get +1 soft attack
CAV - the first two types should have their supply usage reduced by 0.4 and 0.2, high usage is hardly justified by stats.

I further suggest to inject a new cav division, motorized cav division, enabled by researching improved mot division. Should be injected between semi-motorized and armored cav. Stats would be between semi-mot and armored cav.

I have included those changes in the new Beta 5. I have also allowed rocket artillery to mountain, paratroopers, cavalry and mechanized, didn't make sense why they were allowed to have artilley/AT/AA and not rocket artillery.

Lower historical year from 1939 to 1938 and compensate for this by nerfing them a bit, 1 hard and 1 soft attack should suffice.

Lower the historical year for the level 2 transport plane to 1939.

Edit: I forgot to mention, Germany should NOT start with paratroopers researched.

The airborne is not needed, the sp_art is needed. If the AI could change brigades of serials and existing divisions thing would be different, but right now there we need to work around this problem. Maybe the year for the first sp_rt could be lowered to 1937. Than the relative advantage of germany was not that big. But making germany start without sp_art is not much of an alternative. :(

Imo the para should have year 1938, germany and sov should have blueprints and only 1936 Inf is required. germany needs the tech researched in early 1938.

This will do little help. AI Germany will still build the expensive level 1 transport. A human player could use the earlier level 2 model.
