108b4: manchuokuo reinforce without need

Manchuokou sets the reinforcements slider to 50% altough there is no need for reinforcements. This happen again and gain. By setting the upperai limit for reinforcements this can be reduced but it is still weird. I guess the problem is that manchoukou tries to save resources althiough this prevents manchoukou to increase its resouurce output by building Infrastructure.

Ok, that was another bug. If at war, the AI could get stuck with IC allocated to reinforcements, infra, upgrades even if 0 was needed...

I was asked by Pioniere to post this here from a PM I sent, so I will:

The main problem with the Albanian ministers is that quite a few have the wrong ideology. Noli is listed as Social Conservative, whereas he should be a Social Democrat. Haxhi Lleshi has two forms, one Social Conservative and the other Stalinist (both should be Stalinist.) Essad Pacha seems to mean Essad Pasha Toptani, who was long dead by 1936. Llazar Fundua should be either Leninist or Social Democrat.
