108b4: vichy revolting provinces

db\revolt.txt contains 971 and 972 as core provinces of vichy. This may lead to SPA seceding this provinces to VIC if those procinces are controlled by FRA when Vichy is created.
Those 2 provinces should be deleted in revolt.txt.
