108b6: german rare problem.

The german ic has dropped to 40 due to lowness of rares. If i play germany myself after a few days ic reaches 300. I guess this is a new problem due to changed stockpiling as germany is low on rares, too. The german ai will therefore buy oil with rares. blocking rare exports might be a workaround for the special case of germany, but it is probably a more general problem.

Same problem here. Shortly after Barbarossa started, GER IC dropped repeatedly to 0 (!?) due to lack of rares. I´m using the latest beta and your changes 26.

The trade AI has some severe problems. In my current game italy runs out of oil and metal in 1936.
That may be the cause for a randomness of the ETH war.

Edit: The Problem seems to increase itself. As soon a lowness is the case the AI does no longer attempt to fix the problem properly.
