Norway is obviously very socialist (for you Americans I believe that translates to EVIL COMMUNISTS!) and we have a bunch of government-owned institutions that provides data freely available - one of those is "The Norwegian Mapping Authority".
The point is they have released a digital terrain model of Norway with 10m resolution in a 10x10m grid. The files are in .dem format. I'm personally not into mapmaking for Cities: Skylines but I can imagine this will be useful for many.

If you don't speak Norwegian you can perhaps use Google translate but essential you have to register, then add maps to basket (legg i kurv), then order (bestill). It should then let you download (last ned) the maps you want
