2/3 ownership to claim doesn't work

When I control 2/3 of a claim i can't claim it even though the tooltip even say I can claim it now.

Oddly I havent noticed this issue. I took Artois as the Duke of Anjou and was able to create the "Duke of Artois" title straight away.

My conditions were not via war though (well indirectly) as the count of Anjou I usurped the Duke title then Dow'ed and took it by force. Artois became a vassal and I revoked the title which the archbishop surprisingly agreed to, I then created the title, no latency.

It only happened to me the one time. I have been able to create all other titles properly.

I have a save game where this is occuring if it will help. Who should I send it to?

Unless there is hard evidence of a persistent problem (ie, you can never make the claim), I am inclined to make this WAD. This seems to be a common problem with the *EU* platform where certain game conditions sometimes have a delay in updating things. Yes, it is a *bug*, but this is the 5th game on the platform and the problem persists - and has no lasting negative effect...
