I understand that by removing from Steam library, you simply unistalled the game and hid it, correct? You technically still own the game if that's the case.
 
I don't have anything else to recommend, I am sorry. This is IME a unique situation!

I see you lodged a ZenDesk ticket on the issue, so it is probably best pursued there.
