Player unable to DOW liege when loyalty at 0

I don't think it has been reported yet (at least I didn't see it in the buglist):

when playing I keep seeing AI vassals dowing their liege(so that they can break vassalship) when loyalty goes under a certain percentage, even if they don't have any claim on the liege. For what I have read in the manual or in the tooltips it is WAD.

However, it seems to be impossible to do the same for human player. Even if your loyalty is at 0 for ten years, you can't DOW your liege if you don't have a claim on him (and buying the claim king of France is a bit expensive juste to be able to break vassalship...).

Is it a bug or does it work as intended so that human player is obliged to stay under the rule of the AI?
