Orthodox bishops die and pope assigns new ones?

This is also a thing I came accross in my Belgrade game. I conquered the Pecheng lands and made them as bishoprics, as I had loads of handy random dynasty clones with clerical education. Then when those bishops started dying, I started getting catholic englishmen and normans as new bishops (England was Papal Controller). As far as I know this shouldn't go like this?

Sorry if this is a duplicate, but I didn't see anything that would have sounded like this on the buglist.

Even weirder is that Byzantium at least has Regal Supremacy as their religious Law so %80 of the time they should appoint their own bishops even if they are Catholic...

This should have been addressed in 1.01. If this is happening under 1.01 then it is a bug.

In my 1.01 games Orthodox provinces get a lot of Catholic bishops assigned to them.
