Just pulled these from the Kerberos Website...

Patchnotes 2.0.24917.4
Critical Fixes:
- Fixed combat CTD with Suulka
- Fixed Loa AI pathing slowdown
- Fixed AI not entering combat with swarmers

Other Fixes:
- Fixed some treaty dialogs not filling strings in correctly

***Note***, I just fired up SOTS2 and the version number said 2.0.24917.5, so there may be more to follow.

After I got patch .4 the system view, comabt view and just about every view permanently "zoomed out" to max distance.
I restared my computer (installing a few Windows updates on the way), the game was patched to .5 and the bug wasn't there anymore.
So they propably jsut fixed that small bug (that may not even have been widespread) introduced by .4.
