2.32c Can't recruit units in some provinces

I'm Playing Rome Gold (Rome+VV) on Steam...i have a problem with my game..in some provinces i can't recruit ANY type of national (non mercenary) unit. I can recruit mercenary units. It happens only in some provinces and i don't know why. Can someone help?

I believe it has something to do with having a core on a province. I don't think it's a bug.

It is a minor nuisance bug ... when a province is not a core province of any country you cant build cohorts there. To prevent this dont ask other nations to cancel claims to your provinces in peace deals.
