As it is right now, if an overlord joins a federation that allows subjects, their subjects will never be able to gain independence. The game does not give subjects the Casus Belli for independence is they are in a Federation with their overlord. This is quite game-breaking, and really immersion breaking. If a player is vassalized by an AI, and that AI joins a federation, unless that federation has a rotating presidency that allows the subject to change the laws and essentially kick themselves out, they will never be able to gain independence from their overlord.
This also makes it so that player overlords don't need to care at all about their relationship with their subjects. As long as you join a federation, they can never rebel from you anyway.
