At all start dates the Title Flags of Western Europe(Leon, Aquitaine, France, England, etc.) are black. Every County, Duchy, and Kingdom in the region excluding Ireland have a black flag. I did not have this issue when I ran the game before this patch and Horse lords DLC. I don't know if this is related, but there is also an issue with the Lombardy and Pannonia flag. Before this patch and Horse Lords DLC the flags of these two nations when I would return to a save reverted to that of Italy and Hungary when they should not have. Now however, they do not even start with the special flags, but now have generic flags with unrelated colors/design. In the example of Lombardy it is just three horizontal stripes (green, blue, and gold.) After Installing Horse Lords when I first went to the launch the game, it crashed while loading (this occurred while the loading bar read "loading flags.") I then attempted a second launch which was successful, and then noted the flag issues. I exited the game, closed steam, restarted steam(which updated) and verified the game cache. The game cache verified and I launched the game once more to see no difference in the flag issue. so I'm have the same problem in 2.8.1.1 as other version ive done all of these suggestions and uninstalled and re installed i even deleted the gfx file through steam same thing and when ever i click play single player when i back out to title menu it says my game state is corrupted so i cant play multiplayer unless i restart i never had that don't know if that's assisting in the problem or just the patch any ideas or is this a work in progress?

DLC: I have all DLC but I am running the game with Sunset Invasion off.
Mods: agot mod but i turned it off and deinstalled it to see if it fixed it it did not
 
Not being able to play multiplayer after exiting a single-player game is just how the game works, it just has an unhelpful error message.

For the flag problem, I think you have to delete some specific graphics file and let Steam regenerate it, but I don't remember which one it is.

Documents/Paradox interactive/Crusader Kings II/gfx
That last one might have been flags.
 
Go to "Documents\Paradox Interactive\Crusader Kings II" and delete the gfx folder.

The game will rebuild it when next launched. That should fix flags.
 
Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-CK2
- manually delete both the Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2 folders
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam CK2 or Documents CK2 locations, before installing again.
