2 count clan rulers in 867 where they shouldn't be - one in China and one in India

Description​

Looking on government types in 867 start dates there are two count clan rulers in places where they shouldn't be. The one in China has a culture with Turkic heritage and that's probably the source of the issue, looking on his neighbor he should be tribal or feudal. The one in India has a Iranian heritage, so probably that's the source of the issue too, looking on his neighbors he should be feudal.
