2 Doomsday bugs

First one is spy costs/diplomatic costs. I have seen several times they are costing me more than stated. Example, as germany, interventionism at full so cost is 15 stated. I have 48 cash. After it it says I have 18. So it's costing me 20. Also....

Couping nation costs nothing.
Ban nation costs nothing.

Second bug is Vichy France failure to make new nations/ally with them. Only nation that stays is Syria.

Sorry this is not a bug reporting forum, and I have nothing to do with bugs or fixing them.
Please read the sticky threads on the subject.
Also if you have 48 cash before and 18 cash after then it is costing you 30 not 20, ie twice the stated cost of 15.

Who is foreign minister? They have cost effects on several diplomatic actions depending on their particular traits.
