What is the latest patch? Do you refer to 1.09 RC1?
What do you mean with you cannot spend units?
What do you do about the research? Have you selected a tech team first, a tech project second and then klicked at a button called start project or similar?

Pang, I appear to have installed 109_C34 over 108 SUBR without problems, thanks.
Will start a SP game to be sure.
I have made 3 changes; replaced ITA transport with tactical bomber, toned down VoV dissent modifier a little (0.1 to 0.04), and changed USA gearing up events to all have +1 to standing army (currently one event has +1 to drafted army). My check sum changed from LSEV to KVEV.
