Creating titles in 1.02

Being able to create a title gives acces to all available titles in your realm, e.g. once i smack down Mecklemburg(sp?) as Germany I can create the title King of Bohemia as long as i havent created the Duchy of Mecklemburg preventing the Czechs from breaking free.

Shouldn't be so bad as you can always usurp the title from your liege and get it in war and so become independent.

This way, to become independent you must do it by military ways (if your liege decides to create the title for himself). What doesn't make a lot of sense is that if you declare yourself King of Bohemia you could become independence without Germany saying anything.
 
I think this is a bug - as when you create the only title you are able to create under previous rules (i.e. the one in which you have at least one province directly) the option to create over titles disappears.

So it's a bit like this:

1. Start as King of Germany. The ability to create titles is grayed out.
2. Conquer Mecklemburg, destroying the pagan "duchy", thus gaining the ability to create title Duke of Mecklemburg.
3. Be able to create any single Duchy or Kingdom within HRE.
4. Create the Duchy of Mecklemburg.
5. The ability to create titles is grayed out.

So it seems like a bug. :)
