Patch doesn't save readme file to harddisk.

The patch program (both 1.01 and 1.02) didn't save the readme file to the harddisk.
This is annoying because it means that I either have to restart the patch program or go to Paradox Forums to read about the changes in the next version.
I have Win98 and have had no problems with this in other Paradox games.

Let's move this to the bug forum, since I strongly doubt it is hardware dependant.

new readme is not in the patch but it does not really matter. just put it in 1.03 when it's done
