Prestige Costs for Claims Jump 10X Midgame

I've noticed that after about an hour or so of gameplay, sometimes the cost to lay claim to European titles jumps across the entire board by a factor of 10, ie a claim which a few months ago would be a prestige hit of 200 is made to be 2000. These values, however, revert to normal upon save/reload.

BB maybe, but negative prestige would make no sense.
If you have no prestige you could not claim any title and why then 10xnormal prestige costs for claiming titles?

I am positive I've seen this here. And, I posted a response...

Well, maybe it was in the GD. Anyway, I've observed the same phenomenon, though perhaps not as dramatic. Let's say you want to claim a title on a neighbor province - the prestige cost is 400. After a save/reload, the prestige cost is only 200... I've seen this many times, but I cannot say whether BB was a factor or anything else.

It happens if you get a higher title. Going from Count to Duke or from Duke to King. Reloading fixes the problem.
