I have all dlc playing on latest version.
Nothing which should give a levy multiplier to the holding (keep or capital duchy bonuses) are applying. Seems to only affect the player.
Playing as the duchy of barcelona at the 1066 start if that matters.

So it is now working. I had taken that province by revoking it. I'm not sure if building the training grounds fixed the issue or if it is a time based recalculation of the modifiers?
