I was the king of England (primary title) as well as the king of Wales. I pressed a courtiers claim for a duchy which is de jure part of the kingdom of wales. Upon winning the war they stayed independent.

Is the claimer your dynasty member?
If not, of course he won't become your vassal.

The tooltip in game says that the claimant will be my vassal if they are of my dynasty OR if the target title is de jure my vassal, which it was. My only thought is that the game only does this for primary titles (England was my primary). If that's the case then the tooltip needs clarification.
 
I would think as well that he should have become your vassal.

The "Claim for other" part of the CB page on the Wiki should be outdated, unless they had changed that back again
relavtively recently, which i don't recall.

Well, you can still can ask him to become your vassal, which he should do, as you are his rightful liege.

In my (limited) experience, Courtiers will only become your vassal if they are dynastic members or your vassal (only landed persons are vassals, just being a court member is not enough)

If I am claiming a county, I make them a count before I end the war. As they are lower rank, they will stay my vassal with their two counties.
Same with duchies. If I am king / queen, then the pushing duchy claims requires them to be vassal dukes.

What is most annoying and I have yet to figure out how to resolve it is that if I push a claim for a county (or offer to join a war of conquest by an adventurer), within a few months at most, they become vassals for the duke they just took the county from, despite my efforts to ally or vassalize them. They love me (+100 press claim opinion bonus) but still go with the twat they were at war with. :(
