Playing with the latest beta patch there's a button on the starbase screen that lets you inspect the station. At the bottom of this it says open designer. The button doesn't do anything for now, but seems unlikely this would be for the fleet designer right? Am I too optimistic that we'll be able to design our stations?

This specific station is a good example why that, or some better auto-build logic, would be great. It's a station in a pulsar system so anti-shield weapons and shield modules would be a bad fit for it.

There's always been a button to inspect starbases. How else would you know that their designs are rubbish?

Sure but it doesn't have an "open designer" button on the bottom of the window in the live version.
It seems like a strong indication that will be coming.

The other is the defensive starbase megastructure, which... is not how I EXPECTED to get a higher tier than Citadel to begin to match ship tiers again, but I have no complaints pending seeing implementation. That also indicates to me a starbase designer may be coming, because it definitely will need one to fulfill the stated purpose.

This is really cool. and it explains why the buttons were updated in the standard screen. I'm betting the new defensive megastructure will have more buttons there and they need the space

Unfortunately, those buttons were also present in 3.14 and earlier versions and remained disabled.
 
Today's revealed bioships have a design system that allows for designing multiple growth stages. I can imagine they could use the same system for the "stages" of starbases.
