I am currently playing Japan with v1.03.

1) I got an event, while still uncivilized, that said I get a free infantry. The problem is it was a regular not irregular as i should be limited to. This isn't restricted to Japan because when I invaded borneo they had one as well.

2) I noticed that Prussia's AI wasn't tending to conquered territory. I looked at their infrastructure and you could tell original border because that was the only areas with rails. Some 5 years at least passed between them annexing this territory and my observation.

3) Cash reserves aren't budging. I had my taxes down to 20% and still nothing. No stocks from the rich guys nothing. To top it off I got several events that had to do with -$2500 on my part and the farmers were supposed to get $250 each. They got nothing but I sure got my deduction.

4) Luxuries aren't being used at all. I can account for this in two ways. One I get 0% on my info screens for the individual pops but the Precious metals are produced in my country. Another indication of a problem is that the world market only gives 0.50 for precious metals....not so precious at that price. Observation tells me that its not in demand much like oil and rubber in the early years.

1) Were it cavalry, I would say "don't look a gift horse in the mouth". ;) No fair reporting this until I get a crack at a primitive nation.
2) Maybe the RR build preferences could be tweaked to include provinces that the AI country would anticipate conquering? I don't know, I have not looked at them closely enough. Are they still building RRs in the homeland? Perhaps the priority provinces need to be maxed out before the other provinces get attention and Prussia is gaining RR tech faster than they can lay rail.
3) and 4) are consequences of the POP-income bug which is already fixed in beta. Makes the wait for 1.04 darned excruciating. Adding just a trace demand of any good to the "everyday_needs" file will stimulate demand for it.
 
1 is a bug but fixing it might be more difficult than just letting it pass. One regular inf division isn't going to break the game after all
2 - not sure about this. I think its down to railroad preferences as USA is very slow to build railroads in new states as well. If we can get some quality time with Johan and Doomie I'll ask.
