3 problems of a beginner

I have juste experienced some problems in my first GC with Portugal. Maybe somebody has already talked about that, but I didn't find anythind... Can anybody help me ?

1- why does nobody want my moeny ? I can never give loans to other countries, even if I reduce the interest rate and even if our relation is +200.

2 - It is said that an art academy (or whatever it is called in english) gives you 12$ if built in a capital city, 6$ only in another city. Unfortunately, I ve already built another manufacture in Lisbon... So what can I do ? Can I get 12$ from an art academy built in a conquered capital ?

3 - Something very strange happenned. I was allied with Tuscany, in war against the Pope. I had captured Emilie and Rome, and Tuscany had captured Romagne (though I don't know why, because we both had troops involved. I suppose they had more than I). Then Tuscany made a separate peace with the Pope, taking Romagne and leaving me alone. And suddenly, Rome was again Pope-controlled, and I couldn't besiege it. I tried to get my army out of there and then again to Rome but it didn't work either. It looks like a bug. Has anybody experienced a similar thing ? (The Pope was allied with Poland, that is why he didn't surrender even with all his provinces captured, I have read this explanation here).
 
1. There is also a random factor included. Also, the puter doesn't accept loans that are too big

2. Nope, you are just unlucky then. Since Lissabon is your capital, it's the only place you'll get 12d for it. You might run into the random 'burned down manufactory' in the future :D

3. The reason why your ally captured Romagna is because he had either a historical leader involved or his army was bigger.
Are you sure it wasn't Tuscany who controlled Rome? It is also possible that Tuscany was leader of the alliance and sued for peace, immediately making all its allies in peace too.

2. That income and difference between them is so small that it doesn't really matter. Btw, the most useful manufactory is refinery- each one gives you extra 1% income from CoTs

3. If Tuscany was the one who declared war against the Pope, then when he makes peace with Rome, you will automatically as well. A bit annoying, but that's life.

Sounds like this is the case to me.

A useful bit of information if you do not already know it. There is an alliance leader - the country that created the alliance to begin with. And there is the war alliance leader - whichever country declared war or had war declared upon, leads the alliance for that war. When that country makes peace, all other countries in the alliance make peace, too.

When a city falls, the nation with the highest ranking leader takes possession (eg king marshal, general etc).

Once peace occurs your troops may march home through enemy territory under flag of truce, they lose this ability upon entering friendly territory.

Similarly any fleets you had based in war ally ports may stay there, but may not reenter if they leave.

Yet, I was the leader of the alliance (had vassalized Tuscany, and you can do that only if you are the leader, isnt it ?) and I had declared the war to the Pope (thus being the leader of the war). I really think I was in control of Rome before Tuscany sued for separate peace... But now you make me doubt :( . Anyway, it doesn't explain why I couldn't besiege Rome again, being still at war with the Pope.
 
As said before, Tuscany just happened to have a better leader then you. That must be the case.

But still at war and not able to siege Rome? I can think of two reasons:
1. You didn't have enough troops to start siege again

2. Your armies were in Rome and didn't automatically start another siege. Just send them to another province, then cancel the movement and they should start the siege again.

Well you DON'T have to be alliance leader to vassalize

Well, that's still at discussion... :) One of the great mysteries of life...

But that doesn't matter right now- as he told, he DoWed Papal States himself, so he was at least temp leader of the alliance.
 
A thought occurs - if Emilia, Romagna and Rome were all controlled by your alliance, the Papal government might have collapsed (since it only has three provinces, all under enemy control). If that happened, Tuscany would get Romagna, but you should have got Emilia and now be at peace. If you OWN emilia, this is probably what happened. If it's still owned by Rome but under your control, and you are still listed at war, then it's just weird.

It could simply be that you havent't enough troops left to attack Rome again, but it shouldn't take all that many. It's something like 5,000 men for each fortress level. If you have a 30k army milling around that can't go in, then you're not at war with them any more.

For some it is a mystery, but I have done it while not being leader... I was leader before, got stomped out cuz of rel.change, got back in, boosted my relationships again and vassalized two members
