Assassinating any councillor costs as much as assassinating a duke

Assassinating any marshall/spymaster/chancellor/steward costs 60.. This may be reasonable for attempting to assassinate some kings marshall of the realm, but the cost is the same for the marshall of a lowly count (a position that ought to count little more than any random courtier). It seems a bit odd that a duke costs just above 60 most of the time, while his councilors cost about the same. And even worse, an attemt on a count costs 17 usually (dirt cheap by the way, considering how useful a knife in the right back can be, and that the attempts seem to succeed very often), while an attempt on each of his advisors cost 60. Is this a bug?
