Harbours do not reduce transport cost

Harbours make absolutely no difference for in shipping costs. The cost for transport between a province with no harbour, and one with a grand shipyard is exactly the same, and this is true for the other types of harbours as well.

According to the manual, you should receive a lowered cost for transport only if you have a 'Naval harbour'. If that doesn't work it's a bug (maybe it should be moved back to the bug forum?)... on the other hand there seems to be many effects of buildings that haven't been implemented yet but will be.
 
After reading the manual I first noticed such an effect was even supposed to be in the game. It might be that's a feature that was scrapped, but it can just as well be broken piece of code. So it would be swell if somebody with the powers would relocate this to the bug forum.
