Rebels that don't do anything

I was playing around with my group power settings in one of my provinces and I guess I drove the loyalty of some groups down to 0 when something I've never seen before happened. So seeing something new, I left them alone to see what they'd do. The answer after 2-3 years of waiting was absolutely nothing. Every couple months, a new group of rebels would join, but they never started sieging the province or moved, I couldn't see any effect on my income settings, and when it finally came time to end this little experiment, it was extremely easy since all I had to do was hit the mobilize button as my troops were still around to be raised in the province. So, did my passive observation some how mess up their function or are rebels generally so ineffectual?

there are rebels in ck? never seen them so far...
 
You get a 50% reduction in income for a province in revolt (which, if you have many improvements in the province, you might not have noticed, as it will be down off the bottom of the tooltip text), and each of the four classes gets a loyalty penalty. Defeating the rebels doesn't end the revolt, either; the only way seems to be by event.

Just checked. I didn't get the revolt effect in the province. It was an almost empty province too, so the tooltip wasn't hidden (and nothing was mentioned in the loyalty tooltips). All that I got were the black-flag rebels.

I've seen those revolt effect on provinces before though, but I've never noticed them start, only the event that ends them...
