Madness events - possible modifications needed

Event 1122 (Enemies are everywhere) triggers the death of a random vassal and a random courtier:
1.It can trigger for anyone, including non-rulers, who have no vassals, so only a fellow courtier would be killed (but this may be WAD)
2.It has no checks for age, which means you can have courtiers killed by a schizophrenic 5-year old. :D

Event 1129 (Rebuild the Tower of Babylon) causes a loss of 250 gold. IMO it should trigger for rulers only, and should check whether they actually have the 250 gold to spend, since I doubt anyone would lend money to a raving lunatic. I've seen crazy people with thousands of gold in the negative as a result of this event.

My sister works with schitzophrenic children. To make a long story short, it is very believable that an insane child could kill adults. Of course, it's also very rare that such a full-blown mental illness would be developed in a child as young as 5, from what I understand....
